项目背景

贝克为九江银沙湾综合码头交付了冗余综合应急指挥调度系统,确保在恶劣的滨江条件下日常运营和应急响应的可靠通信。

九江银砂湾综合码头位于江西省九江市湖口县流泗镇,地处长江中下游东北直水道入口段右岸(东经116.391100°,北纬29.846803°)。是江西省重点规划建设的综合性枢纽港口,也是九江市“一港五区”布局中的核心散货功能片区。

项目总投资26.81亿元人民币,码头规划用地面积613.3亩,规划岸线总长820米。共建6个5000吨级散货泊位,水工构筑物同时按10000吨级船舶靠泊标准设计。码头设计年货物吞吐量2280万吨,主要承担煤炭、矿石等散货的装卸与中转作业,对优化区域水路、公路、铁路多式联运格局具有重要意义。

本项目的核心建设目标:在遭遇强对流天气、船舶碰撞、火灾、散货泄漏等重大突发事件时,确保码头通信网络实现“零中断、零延时”。系统可支撑多部门、多层级统一指挥与精准调度,保障港口安全生产运营与应急救援高效协同。该码头地处长江中游核心航运通道沿岸,作业节奏快、运营环境复杂。汛期高水位、夏季高温高湿、盐雾腐蚀、大型散货堆场信号遮挡、船舶通航繁忙等极端工况,对通信设备的运行稳定性、抗干扰能力和耐用性提出了严苛要求。

贝克通信新一代港口应急指挥调度系统,整合语音调度、视频会商、GIS地理定位、数据共享于一体化平台。横向对接港航管理、海事、应急管理、消防、医疗、公安等协作单位;纵向贯通国家、省、市、县四级应急指挥中心,实现平日常态化安全监管与突发事件应急处置无缝切换,为长江中游枢纽港口筑牢通信安全保障防线。

现有通信基础设施及风险评估

  • 无线通信:现有数字集群对讲系统已覆盖90%岸线范围,但散货堆场、输送栈桥等区域仍存在信号盲区。当前4G/5G公网采用宏基站组网架构,在强对流天气、暴雨、大风天气下抗风险能力弱,存在基站退服、杆塔倾斜倒伏等隐患,无法保障应急通信持续畅通。

  • 其他通信:应急通信保障能力较为薄弱。现有通信设备仅能满足部分基础语音通话需求,无法支撑应急现场高清视频回传、多方远程会商等关键业务需求。

详细通信建设需求

  • 内部需求:调度室、引航、理货、门机作业、堆场管理、罐区监控、安全环保监管、机械维保等12个生产作业单元,需实现7×24小时双向通信。需搭建指挥、作业、安保、应急4套独立信道,相互无干扰。系统还需支持根据作业场景对通话组进行临时动态重组,适配散货装卸、船舶靠离泊等多样化作业任务。

  • 外部需求:需与九江港口海事处、长江航运公安局九江分局水上消防大队、湖口县人民医院、海关、边检等单位建立一键直呼通信链路,支持多级视频会商。同时预留音视频对接接口,可接入江西省应急管理厅指挥车及长江海事局VTS船舶交通管理系统,保障跨区域应急协同调度顺畅开展。

应急通信系统详细设计

主用通信系统:打造坚实的核心通信基础

  • 数字集群网络:全新部署四载波基站数字集群系统,采用动态信道分配技术,实现码头全域100%信号覆盖,涵盖货场、泊位、栈桥、罐区等全部区域。系统配置手持对讲机、办公桌面话机、EX-BT27工业防水电话机等固定通信终端。通话组按指挥、作业、安保、应急四大场景划分,启用加密通信技术,保障通信安全、防止窃听监听。

备用通信系统:构建冗余防护保障体系

  • 应急移动基站车:定制全地形应急通信专用车辆,集成5G微基站、350兆集群基站、Wi-Fi 6 Mesh自组网模块。车辆配备18米车载升降桅杆与发电机组,满负荷状态可连续不间断运行4小时。抵达现场后最快15分钟即可恢复半径3公里范围内公网与集群通信信号覆盖,解决极端天气下基站瘫痪失联难题。

应急指挥调度系统架构:搭建一体化调度中枢

机房内部部署贝克IP广播对讲应急系统,采用本地双服务器热备份+混合云容灾架构,彻底消除单点故障隐患。通过E1数字集群网关接入运营商PSTN公共电话网与PLMN移动网络,调度台可一键拨打公网电话、发送应急短信、传输传真文件,满足多渠道告警通知需求。系统内置IVR语音导航,可按照预设应急预案自动群呼相关人员,并强制广播应急处置指令。
调度中心配置多台21.5英寸双手柄触屏调度台、1台98英寸超高清指挥大屏。可整合汇聚港口电子海图、AIS船舶轨迹、CCTV监控画面、无人机巡检视频、穿戴式终端视频回传、环境传感器数据,实现全域态势实时综合展示。软件平台采用B/S+C/S混合架构,支持分级权限管理、拖拽式建会、GIS区域选呼、多方视频会商、一键强插强拆、全程音视频录音回放,全面覆盖日常调度到应急处置全场景需求。

综合通信能力建设

基础通信融合集成

通过模拟语音网关、4G/5G网关、短波/超短波网关,将传统PSTN固定电话、公网集群系统、海事甚高频电台、短波通信设备统一接入应急指挥平台,实现异构终端互联互通,打破各通信系统间的信息孤岛。

广播系统融合集成

系统与码头现有IP网络广播、号角扩声系统对接,并新增AI噪音检测模块,可根据堆场作业噪音、船舶汽笛等环境声音自动调节广播音量,确保指令清晰传达。支持按泊位、堆场、办公区域分区广播、定时广播、TTS文字转语音播报;可与火灾报警系统联动,突发事件发生时自动触发对应区域应急广播。

对讲系统融合集成

部署多协议融合网关,兼容DMR、TETRA、POC、公网对讲APP等各类通信标准,实现跨平台单呼、组呼、全呼业务。调度台可直接呼叫任意对讲终端,支持远程休眠、远程注销终端功能,防止终端遗失引发信息泄露,全面保障通信网络安全。

通信应急预案体系

日常运维保障机制

建立“每日巡检、每周测试、每月演练、每季维保”的常态化运维制度。基站驻波比、设备电池内阻等关键运行参数,全部纳入配置管理数据库(CMDB)进行实时状态监控。备品备件遵循“5%冗余储备+易损部件双倍备货”原则,优先保障集群基站模块、应急电源等核心设备快速更换。

应急启动处置流程

划定四级应急响应等级:一级(特别重大,如船舶碰撞泄漏、大型火灾)、二级(重大,如强对流天气导致通信中断、局部火灾)、三级(较大,如单点设备故障、小型安全事故)、四级(一般,如局部信号盲区)。所有应急预案内置嵌入调度软件,一键启动后系统自动完成信道扩容、路由切换、应急短信群发、多方视频会议发起。应急处置期间,每15分钟自动生成通信运行简报,推送至总指挥及相关负责人移动终端,实时掌握全网通信运行状态。

人员培训与应急演练

  1. 分级定岗培训:推行“理论学习+实操演练+考核评定”三位一体培训体系。一线操作人员侧重通信设备操作、快速故障定位与基础排障;中层管理人员侧重应急预案解读、跨部门资源协同流程;高层决策人员侧重应急场景推演、多机构联合指挥能力,确保各级人员熟练掌握对应岗位专业技能。

  2. 常态化演练机制:每季度开展无脚本“双盲”演练,模拟强对流天气通信中断、船舶碰撞等突发场景,检验系统应急切换与抗灾保障能力。每年联合九江港口海事处、水上消防大队、地方应急管理局等单位举办跨部门综合演练,邀请省级应急领域专家现场观摩评审。演练结束48小时内完成复盘总结,72小时内完成应急预案优化修订,实现“每次演练、步步提升”的持续改进目标。

通过以上系统化整体设计,九江银砂湾综合码头建成了主备冗余、固移融合的立体化应急通信体系,真正实现了“态势看得清、通信联得上、调度调得动、风险防得住”的核心建设目标。该方案既满足千万吨级散货码头的日常调度运营需求,也能在极端天气、突发事故等复杂场景下提供可靠通信保障,为码头打造长江中游一流综合性枢纽港口、助推区域经济高质量发展筑牢通信根基。
