宁波镇海港是复杂盐雾、高噪声作业条件下的重要枢纽。传统对讲和广播存在信号盲区、协同效率不足,亟需建设对讲、广播与音视频联动的一体化应急通信系统。

    1. 项目背景

    宁波镇海港作为宁波舟山港核心港区之一,是长三角地区重要的江海联运枢纽,承担集装箱、散杂货、危险化学品等多种物料的装卸作业。港区覆盖码头、堆场、航道、罐区等大范围作业区域,环境复杂,具有盐雾腐蚀强、电磁干扰强、空间开阔无遮挡、作业噪声大等特点。同时,危险化学品作业密集,一旦发生突发事件,对应急响应速度和通信可靠性提出极高要求。
    传统对讲机存在多个信号盲区且覆盖范围有限;固定电话无法支持移动作业;传统广播系统只能单向传输。这些限制难以满足“全域覆盖、快速响应、多部门协同”的应急通信要求。因此,亟需建设一套集寻呼对讲、应急广播、音视频联动于一体的综合应急通信系统。

        音视频调度         指挥中心可实时查看现场视频,实现语音 + 视频联动调度,指令可在 3 秒内下达到作业现场。
        精准定位         支持人员 / 车辆 / 关键设备实时定位,快速识别事故点和被困人员位置,缩短救援时间。

    3. 总体系统设计

    1. 系统架构(四层架构)

    采用“控制中心 + 传输网络 + 现场终端 + 联动控制”四层架构,兼顾稳定性、扩展性和场景适应性。

    2. 核心技术方案

    (1)多网络融合通信技术

  •         骨干网络采用工业光纤环网,使用双环冗余设计和较短自愈时间,保障终端传输稳定;

  •         在作业区域部署专网基站,并通过分布式天线系统(DAS)实现全域覆盖,解决开阔区域信号衰减问题;

  •         在罐区、航道等重点区域部署 Mesh 自组网网关,支持一键组网和主网络故障时自动切换,保障 72 小时不间断应急通信。

    (2)应急联动机制

环境监测 / 消防报警自动触发完整应急响应流程:

  •         中心推送报警信息(位置 + 类型);

  •         现场声光报警 + 应急广播引导人员疏散;

  •         联动启动风机、紧急切断阀和应急照明,并关闭隔离门;

  •         信息同步共享给海事、消防等部门,支撑跨部门协同处置。

    (3)精准定位技术

    采用 UWB + 北斗双模定位方案,在作业区域部署定位基站,并为关键设备安装定位模块,实现低定位误差。数据实时回传至调度台,清晰显示人员轨迹与设备分布,便于快速规划救援路线。
